Good morning.
According to the letter from Ms. Sobeck sent through your email dated June 29, 2021 last paragraph AND I quote:
"If you would like information about re-applying for a wastewater operator certification examination or if have any additional questions not previously addressed, please contact Mr. Neal Funston at neal.funston@waterboards.ca.gov so that he may assist you." PLEASE SEE INFO 1.
Likewise, in your email dated June 29, 2021, 4:01PM, you wrote concisely, "Should you have any further questions or concerns please direct them to neal.funston@waterboards.ca.
However, by virtue of the sixteen (16) counts of instances, please see INFO 4, where Mr. Funston willfully, intentionally and deliberately refused to comply with double instructions from Ms. Sobeck and you, to assist me on my questions and other concerns, so therefor, it is my most respectful and humble submission that Mr. Funston be reprimanded and disciplined in account of his acts of not obeying your instructions or insubordination.

May I most humbly and respectfully request that I be furnished with information about the disciplinary measures, your office had undertaken with regard to the acts of insubordination committed by Mr. Funston within fifteen (15) days. Otherwise, failure to provide me those pertinent information shall be understood by both of us that you, meaning the State Water Board, Ms. Sobeck and you, are encouraging his wrongful acts and omissions, cheating and misconducts to continue institutionalizing discrimination and continuing infliction of pain and suffering and emotional distress through collective managerial irresponsibility.
