PLEASE READ INFO 1, the State Water Board together with Ms. Sobeck, Mr. Funston and you collectively, conformed and deemed admitted without objection to the established facts of the statement that the State Water Board, Ms. Sobeck, Mr. Funston and you, introduced fabricated evidence the second time, a fictitious letter document from Mr. Howard dated October 29, 2014, and first is Mr. Howard's letter dated October 6, 2012 which is proven to be not existing. These are two (2) conformed with, admitted and not objected acts of cheating consequently perpetrating continuing disrespect and scornful abuse tantamount to continuing hurling insult on me, your victim, whom suffered so much pain in account of your relentless collective discriminatory actions and omissions.
Hence, aside from compensatory and other related damages in the amount of more than a million US dollars, a TENTH COUNT call for a sincere letter of apology be written and sent by Ms. Sobeck in my favor.

May I most respectfully write that your act being a repetition of COUNT 1 : LYING AND /OR CHEATING BY TOM HOWARD CONFIRMED by citing a letter document dated October 6, 2012 from me, which is proven to be not existing is worthy of absolute condemnation. It is your stratagem, to discriminate and cheat me whenever possible. You all of you collectively had degraded and discriminated my person to the level of idiocy, worthless as you have rated me with (0) zero educational point review on my educational credentials, that you think I would not notice that you are making tricks on me that if happens that I did not object to that planned fabricated letter by you dated October 29, 2014 you can freely include in that letter statements and evidences favorable to you. This treatment born out of prejudice you have against me, a Filipino did not happen once but have been institutionalized by all of you and your agency and permeates all throughout my personal experience dealing with all of you through email communications from 2012 up to the present from Ms. Debbie Zuccala up to you tattered with contemptuous cheating, disrespect, lies, false pretenses and deliberate negligence. Why? Because of myself being one born as a Filipino and educated in a school from the Philippines? The same primordial cause you did put a circular discriminatory mark around the word "PHILIPPINES" on the document you are hiding since 2012 until now.
