SUBJECT :  LETTER OF APOLOGY IS WARRANTED, SEVENTH COUNT. 

RE _ ADMISSION TO HIDING SUSPECTS UNDER INVESTIGATION

Dear Ms. Arsov,

Good morning.

May I most humbly and respectfully inform you that according to my email dated 14 January 2022 coursed through Mr. Funston with subject : INQUIRY UNDER PUBLIC RECORDS ACT , 

PLEASE READ INFO 1, the State Water Board together with Ms. Sobeck, Mr. Funston and you collectively,  conformed and deemed admitted without objection to the established facts of the statement that the State Water Board, Ms. Sobeck, Mr. Funston and you, REFUSED TO GIVE INFORMATION, whether Ms. Haven, Mr. Maughan, Ms. Gordon, Mr. Cooper, Ms. Zuccala, Mr. Okamoto, Mr. Wilson, Ms. Valine, Mr. Wilkinson were still employed by your agency and if they were you, again REFUSED TO GIVE INFORMATION, on what position they were holding and together with their new email addresses and likewise refused to notify Ms. Biggins that she had blocked my email dated May 31, 2021. Clearly, since May 31, 2021 up to now you are helping them hide from me effectively preventing communicating with them to avoid INQUIRIES which would lead to eventual beyond reasonable doubt judgment of their wrongdoings. In fact based on your acts and omissions you have conformed, aided and abetted and encouraged and continuously conspired with them perpetuate their illicit conduct or simply HIDING SUSPECTS FROM INVESTIGATION.  Hence, aside from compensatory and other related damages in the amount of more than a million US dollars,  a SEVENTH COUNT  call for a sincere letter of apology be written and sent by Ms. Sobeck in my favor.

Dear Mr. Funston,

Good morning.

According to your letter dated June 29, 2021 paragraph 1 last sentence:

"Mr. Howard and many of the individuals to whom your email is directed have retired or changed jobs."

Next is paragraph 1 of your letter.

Who among these employees namely:  Liz Haven, James Maughan, Christine Gordon, Andrew Cooper, Debbie Zuccala, Toro Okamoto, Doug Wilson, Kelly Valine and Wes Wilkinson are still employed by your agency and who are retired? 

If they are still employed by The Water Resources Control Board under the Office of of the Executive Director Mr. Tom Howard or whoever replaced Mr. Tom Howard, may you please inform me of their new job positions and email addresses so that my email be delivered to them and thereby have a chance to comment on my complaints against them.

Likewise, please inform Pam Biggins that she have blocked my email message dated May 31, 2021 with subject : 

CONTINUING INSTITUTIONALIZATION OF DISCRIMINATION and CONTINUING INFLICTION OF EMOTIONAL DISTRESS THROUGH MANAGERIAL IRRESPONSIBILITY AS OF MAY 31, 2021

Pam Biggins continues to block my email message which makes her act intentional and willful.

May I most humbly and respectfully write, that your CONTINUING DELIBERATE, INTENTIONAL, WILLFUL  failure to provide a sincere letter of apology in my favor shall be understood by both of us that you, meaning the State Water Board, Ms. Sobeck, Mr. Funston and you all collectively, are outrageously encouraging these wrongful acts and omissions, cheating and misconducts to continue institutionalizing discrimination and continuing infliction of pain and suffering and emotional distress through collective managerial irresponsibility against my person.
