Dear Mr. Tom Howard,

As a review I am showing back to you the updated and NOT objected record of your managerial irresponsibility being compiled while I am searching for information being pursued under the Public Records Act with regard to discriminatory actions made by your agency against me.

A. CHEATING AND OR LYING BY HOWARD

COUNT 1 : LYING AND /OR CHEATING BY TOM HOWARD CONFIRMED by citing a letter document dated October 6, 2012 from me, which is proven to be not existing.

B. FAILURE TO RESPOND ON INQUIRY UNDER THE CALIFORNIA PUBLIC RECORDS ACT BY HOWARD

DID ZUCCALA ACT ON HER OWN?

COUNT 1 : Failure to respond on inquiry under the California Public Records Act by refusing to answer the question “Did Zuccala acted on her own?” and worse you did not give me an answer why that inquiry should not be responded.

WHY PROCESS A DEFICIENT APPLICATION?

COUNT 2 : Failure to respond on inquiry under the California Public Records Act by refusing to respond, in behalf of Ms. Zuccala, on the question why though my examination application was deficient, the agency through Ms. Zuccala still process my application without giving me a chance to correct the deficiency. This is a clear display of your agency’s discriminatory action against my person.

WHY PROCESS AGAIN THE SAME DEFICIENT APPLICATION?

COUNT 3 : Failure to respond on inquiry under the California Public Records Act by refusing to respond, on the question why though my examination application was deficient, the agency through Ms. Hernandez, after Ms. Zuccala, still process the same application again without giving me a chance to correct the deficiency. These are outright violations of your own regulation done twice.

These are clear display of your agency’s discriminatory action against my person, unless you could show cause otherwise.

ACTIONS UNDERTAKEN VS WILKINSON AND GORDON?

COUNT 4 : Failure to respond on inquiry under the California Public Records Act on the question what measures your agency have undertaken to correct the unethical conduct displayed by Ms. Gordon and Mr. Wilkinson against my person, specifically on date September 24, 2012, where both of them knowingly send me e-mails claiming to be manager for Ms. Zuccala purposely with the intention to confuse me and fool me around; they did have successfully confused me. These are clear display of your agency’s discriminatory action against my person, unless you could show cause otherwise.

ACTIONS TAKEN ON TWO SITES FOR

"TITLE 23" WITH DIFFERENT CONTENT?

COUNT 5 : Failure to respond on inquiry under the California Public Records Act on the complaint that your agency intentionally maintain two links of similarly looking internet sites but with different content for Title 23_Waters and what measures your agency have undertaken to correct this “error causing scheme” detrimental on part of the applicants who might be misled by the old site and consequently commit errors and undergo another round of application and examination process, and pay another round of fees. It was noted that the scheme appears to be designed as a “scam” or money making trick victimizing gullible applicants.

COUNT 6 : Failure to respond on inquiry under the California Public Records Act on the inquiry regarding whether you authorized or not Mr. Andrew Cooper to respond on your behalf on the letter dated May 21. 2013 addressed and intended for you.

ACTIONS TAKEN VS. MAUGHAN RE: WITHOLDING MY ORIGINALS OF MY EDUCATIONAL CREDENTIALS?

COUNT 7 : Failure to respond on inquiry despite of 15 follow ups (from May 4 to May 22, 2015) under the California Public Records Act on the inquiry regarding whether did you advise or not Mr. James Maughan to WITHHOLD the original copy and send me back just photo copy of the U.S. Equivalence of my Bachelor’s Degree in Management Engineering credential as evaluated by ERES, Sacramento, CA on his letter response on June 26, 2013.

ACTION TAKEN VS. MAUGHAN ON HIS DISHONESTY, DISCOURTESY AND USURPATION OF AUTHORITY?

COUNT 8 : Failure to respond on inquiry despite of 15 follow ups ( from May 4 to May 22, 2015) under the California Public Records Act on the inquiry regarding whether did you tolerate or not actions of discourtesy and usurpation of authority by Mr. Maughan.
