after I sent Ms. Debbie Zuccala the priority mail covering
the same SUBJECT which Ms. Debbie Zuccala inexcusably
and deliberately and willfully refused to perform her duty to
reply up to this date.

MULTIPLE INEXCUSABLE NEGLECT OF DUTY
I patiently waited for Ms.Debbie Zuccala's help and answer
to question and request I sought from her but she opted
to willfully neglect her duty to reply to my e-mails and certified
mails several times, a multiple violations of the
Government Code Section 19572,
subdivision (d) Inexcusable neglect of duty.

Ms. DEBBIE ZUCCALA DEMONSTRATES ACT OF DISHONESTY
In addition, Ms. Debbie Zuccala's act of willful and deliberate
refusal to perform her duty to reply she had consequently
concealed the truth of who between Ms. Christine Gordon
and Mr. Wes Wilkinsonis Ms. Debbie Zuccala's legally
mandated manager, likewise is another violation of the
Government Code 19572, subdivision (f) Dishonesty.

Ms. DEBBIE ZUCCALA 's ACT AND /OR
OMISSION INJURE ME
Further, Ms. Debbie Zuccala's acts and omissions have
subjected me to almost unbearable stress, frustration and
disillusionment. If not because of Ms. Debbie Zuccala's
and inexcusable neglect of duty, I should have taken
the Grade1 Operator Certification October 6, 2012 schedule
of examinations considering the enormous time available
( from August 2, 2012 to October 6, 2012) to complete or
correct requirements should there be any which I need to
comply with.

LOST CHANCE TO TAKE THE NEXT
APRIL 2013 EXAMINATIONS
Moreover, if not because of Ms. Debbie Zuccala's
deliberate and intentional negligence and dishonesty,
and inexcusable neglect of duty to reply to my e-mails
and certified mails addressed to her, I would not have
lost the chance to take the next April 2013 Grade 1 Operator
Certification Examinations considering much more time for
me to complete or correct requirements should there be
any which I need to comply with.

FORTY DOLLARS ($40) CHARGED FOR NOTHING
At the very least, if not because of Ms. Debbie Zuccala's
deliberate and intentional negligence and dishonesty
and inexcusable neglect of duty to reply, with my check
payment of ninety-five dollars ($95), I should still have a
change of fifteen dollars ($15) considering forty dollars ($40)
application fee and forty dollars ($40) examination fee, a total
of eighty dollars ($80) only for Grade 1 Operator Certification
Examination, had Ms. Debbie Zuccala replied promptly. Now,
instead of enjoying a change of fifteen dollars ($15), I was
slapped to pay $25 more for the next Grade 1 Operator
Certification Examinations being fifty-five dollars only ($55)
left from my check payment .

In addition, if not because of Ms. Debbie Zuccala's deliberate
and intentional negligence and dishonesty, and inexcusable
neglect of duty, I should not have spent the following for postage

ONE YOUNG COCONUT FOR A MEAL
It is a fact that I am out of employment as I have informed
Ms. Debbie Zuccala in a certified mail dated September 6. 2012
with subject: "IGNORED E-MAIL COMMUNICATIONS
DEMONSTRATING INCOMPETENCY, INEFFICIENCY AND
INEXCUSABLE NEGLECT OF DUTY " . Being out of employment is a
continuing discouraging reality and those expenses and cost I
have incurred and /or being incurred shown above , is an
additional financial burden on my part. As a result I have no
recourse but to cut on my other expenses in order to live. I have
our cable TV disconnected and remained cut Right now for your
information I have a day or two days in a week living in a
meal of one (1) young coconut per meal just to augment
the budget to survive. I have consistently and constantly pleaded
for Ms. Debbie Zuccala's help. I have asked Ms. Debbie Zuccala to

to Ms. Debbie Zuccala dated October 1, 2012 with subject :
"TWO PERSONS CLAIMING TO BE YOUR MANAGER...
VERY CONFUSING". But what had she done ? Instead of
helping me out, Ms. Debbie Zuccala deliberately and willfully
and inexcusably neglect on her duty to reply, plunging me
deeper into great sadness, frustration, hopelessness,
disappointment and not to mention my precious time,
resources and labor wasted .

WHO ELSE AFTER certain Ms. GORDON
and certain Mr. WILKINSON
With regards to the SUBJECT, I have earnestly asked since
October 1, 2012 that Ms. Debbie Zuccala respond and change
her mind and move herself out of what I believed is conspiracy
engineered by Ms. Christine Gordon and Mr. Wes Wilkinson.
It is a conspiracy to make a fool out of my person, mislead and
confuse me with a malice intent to drive away culpability
from Ms, Debbie Zuccala. If they have been successful and
their scheme I did not discover, I will be subjected to a maze
dealing with countless personalities .... first, with certain
Ms. Christine Gordon and certain Mr. Wes Wilkinson on
one day, then with certain Mr. Sunny Weather and
Ms. Sandy Storm on another day, then another certain
Mr. John Buck and another certain Ms. Jane Doe . One
after the other, they would just butt in, coming from nowhere
and have one common solution to issues I have raised and
they would not answer questions nor accept accountability
and just ask that I reapply again, (purposely to receive more
non-refundable application fees), and simply send materials
which I do already have. In this strategy Ms. Debbie Zuccala
or other erring staff may continue to erroneously process
applications with impunity and covert intention to collect
more non refundable fees and extract voraciously more so
from gullible, defenseless, innocent and impoverished
applicants like me.

CERTIFICATION APPLICATION DOCUMENTS
I have consistently pleaded, if and when Ms. Debbie Zuccala
decides to move out of the conspiracy and tell me who between
Ms. Christine Gordon and Mr. Wes Wilkinson is Ms. Debbie Zuccala's
legally acknowledged manager, may Ms, Debbie Zuccala send
me back a copy the application documents, I have submitted
to Ms. Debbie Zuccala's office as I requested on my letter to
Ms. Debbie Zuccala dated September 6, 2012. Please have
Ms. Debbie Zuccala, certain Ms. Anna Hernandez and
Mr. Wes Wilkinson signed on them to show proof of authenticity
of the fact that they have analyzed and reviewed them
thoroughly and conscientiously. These documents include the
application form and the credentials, covering the Bachelor of
Science in Management Engineering college course, among others,
as evaluated by ERES (Educational Records Evaluation Service,
Sacramento, Ca) with annotations to show why it would not
merit six(6) educational points requirement for GRADE 1 WWTP
OPERATOR EXAMINATION or at the very least even half a point,
so that I might be able to seek a third party opinion about the matter.
As of now, March 12, 2013, I have not received any response from
Ms. Debbie Zuccala nor received any copy of the Grade 1 Operator
Certification application documents I have submitted to
Ms. Debbie Zuccala's office. Again, I have likewise earnestly asked
Ms. Debbie Zuccala to send me back a set copy of those
documents with comments and/or annotations why a six (6)
educational point could not be given on it, a college course,
Bachelor of Science in Management Engineering .

Ms. DEBBIE ZUCCALA et al NEED TO BE HONEST
It is paramount that Ms. Debbie Zuccala endorses, who between
Mr. Wes Wilkinson and Ms. Christine Gordon is Ms. Debbie Zuccala's
legally acknowledged manager. This is to prevent any other person/s
to meddle with the issues and then later hide. Then someone else from
out of the blue comes and declare herself or himself another new manager,
whom I had to check, determine and examine again, to know whether
this new person is telling the truth or mere doing some
misrepresentations to further confuse me and make a fool of my
person. It is undisputed fact that Ms, Debbie Zuccala, Ms. Christine Gordon
and Mr. Wes Wilkinson conspired to confuse, and make a fool of me and
then concealed the truth from me as this is the SUBJECT of my
e-mail to Ms. Debbie Zuccala dated October 1, 2012. This is
aggravated collective dishonesty.

Ms. DEBBIE ZUCCALA DEMONSTRATES INCOMPETENCE
It is significant that Ms. Debbie Zuccala declares who
between Mr. Wes Wilkinson and Ms. Christine Gordon
is Ms. Debbie Zuccala's legally acknowledged manager to determine
who was to be held accountable on Ms. Debbie Zuccala's failure
to respond to my e-mails and letters and error of treating
my application for Grade1 WWTP Operator Certification as an
application for Grade 1 WWTP Operator-in-training Certification .
These errors demonstrate Incompetence on part of Ms. Debbie Zuccala
when proven that Ms. Debbie Zuccala has acted on her own without
instructions from her legally acknowledged manager to do so.

FIRST VIOLATION OF YOUR OWN REGULATION
It is noteworthy that Ms. Debbie Zuccala confirms who
between Mr. Wes Wilkinson and Ms. Christine Gordon is
Ms. Debbie Zuccala's legally acknowledged manager to know who
was to be held responsible and accountable when
Ms. Debbie Zuccala erroneously process my application for
Grade 1 WWTP Operator Certification as an application for
Grade 1 WWTP Operator-in-training Certification .This
showed that my application was deficient and as per
regulation deficient application shall not be processed and
Ms. Debbie Zuccala should inform me of the deficiency and should
advise me to correct the deficiency and ask me to reapply for
the subsequent examination. Nevertheless, Ms. Debbie Zuccala
did process the Operator Cerfication application though it is a
deficient application. This is a violation of your (Mr. Wes Wilkinson,
Ms. Christine Gordon, Ms. Debbie Zuccala and Office of Operator
Certification) own regulation, first count clear violation of the
Office of Operator Certification regulation. This consequently
resulted to the denial of the issuance of the certification in my favor
and losing ninety-five dollars ($95) on non-refundable
operator-in-training certification application fee.
NOTE (e) Deficient applications

SECOND VIOLATION OF YOUR OWN REGULATION
It is equally noteworthy that this same application for
Grade 1 WWTP Operator Certification was re-examined by
certain Ms. Anna Hernandez, Examination Analyst and treated
this application as an examination application for
Grade 1 WWTP operator. Obviously, the application form for
Grade 1 WWTP Operator Certification is not the correct form
for Examination application for WWTP Operator. This constituted
a deficient application and as per regulation , deficient applications
shall not be processed. But, certain Ms. Anna Hernandez,
Examination Analyst processed the same and I lost
forty dollars ($40) in the process. Again, a second count
clear violation of the Office of Certification regulation,
being violated by the Office of Operator Certification
itself, Ironically, violated by the "office " which should
have a sacred obligation to honor, uphold and defend it and
should never in any case violate it These (items XIX and XX)
are clear violations of the regulations of your own with
the express approval of certain
Mr. Wes Wilkinson done twice.
NOTE : (e) Deficient applications

SIX (6) COUNTS OF DISCOURTESY to the PUBLIC
With all due respect, it is important that Ms. Debbie Zuccala
endorses or introduces somebody or her manager to act on
her behalf first, before this person or manager who has been
introduced joins in the discussion . This is discourtesy on part of
the person who has the responsibility and addressed to respond and/or
to endorse and likewise discourtesy on part of the person who just
butted in the discussion without an endorsement. As per my record and
recollection, certain Ms. Christine Gordon had two(2) counts of
discourtesy, committed on September 12, 2012 and September 24, 2012;
and certain Mr. Wes Wilkinson had one (1) count of discourtesy, committed
on September 24, 2012. Since Ms. Debbie Zuccala, willfully and
deliberately and inexcusably ignored on her duty to reply,
Ms. Debbie Zuccala, on account of her omission, she consequently
committed three (3) counts of discourtesy, being two (2) counts paired
with certain Ms. Christine Gordon and one (1) count joined with certain
Mr. Wes Wilkinson.

1. Who between certain Mr. Wes Wilkinson and certain
Ms. Christine Gordon is the legally mandated and acknowledged
manager of Ms. Debbie Zuccala?
2. May I request that a copy of the APPLICATION FOR WWTP
OPERATOR CERTIFICATION and CREDENTIALS, among others.

Good morning.
Last September 24, 2012, two persons in the names of certain Christine Gordon and
certain Wes Wilkinson wrote me an e-mail. They both did write me an e-mail on this
same day (September 24, 2012) both claiming to be your manager. I felt being fooled
and confused. Both claimed to be your manager. However, no one of the two ever
mentioned nor treated any one of them to be held responsible and accountable for
your acts and omissions (as levied against you in my e-mail letter complaint
titled : IGNORED E-MAIL COMMUNICATIONS DEMONSTRATING,
INEFFICIENCY, INCOMPETENCY AND UNEXPLAINED NEGLECT
OF DUTY dated September 6, 2012).
I received the e-mails sent to me from these two claimants.
