Fact finding and information gathering being pursued by way of
Dear Mr. James Maughan,
Good morning.
With all due respect, may I call your attention to the fact that the e-mail dated June 13, 2012
which you are referring to as an e-mail dated June 12, 2013 is addressed to Mr. Andrew Cooper.
In either case, both e-mails, one dated June 12, 2013 and one dated June 13, 2013 are two
separate existing e-mails addressed to Mr.Andrew Cooper and not to you. With this act,of
replying to communications not addressed to you, may I inform you, with all humility and
respect, that your act constituted two counts of discourtesy, first, to the public on part of my
person and second count of discourtesy you have committed against Mr. Andrew Cooper for
meddling with his e-mail.I have not received any endorsement notice from Mr. Andrew Cooper
naming you as the person to respond in his behalf with respect to those two e-mails.
Your act plunged me deeper into confusion, stress and pain. You know, your employees,
namely certain Ms. Debbie Zuccala, certain Ms. Anna Hernandez, certain Mr. Wes Wilkinson,
certain Ms. Christine Gordon, and Mr. Andrew Cooper all did me wrong, then went into hiding.
Then, someone else just popped out from nowhere, and hurt me just as what you are doing.
With regards to the phone, please see that I wrote" none " for phone in my application form.
Now, may you please furnish me with the name of the Agency Administrator of the California State
Water Resources Control Board. I wanted to write and report to him/her the suffering and injury
that his/her employees, namely, certain Mr. Wes Wiikinson, certain Ms. Christine Gordon,
certain Ms. Anna Hernandez and certain Ms. Debbie Zuccala and certain Mr. Andrew Cooper,
and you Mr. James Maughan have made to my person, so that disciplinary actions and reforms
could be instituted by him/her, purposely for better service and sterling performance of the
California State Water Resources Control Board.
Please respond in ten (10 ) days.
