SUBJECT : TWO PERSONS CLAIMING TO BE YOUR (Ms. Debbie Zuccala's) 

                  MANAGER.... VERY CONFUSING

                 Fact finding and information gathering being pursued by way of 

                 an appeal under the Freedom of Information Act, 5 U.S.C. § 552. 

Dear Mr. James Maughan,

Good morning.

May I respectfully reiterate that I am requesting from you that you may please furnish me with 

the name of the Agency Administrator of the California Water Resources Control Board,

If  really you  are as you declared, then please state in unequivocal terms that you are the 

Agency Administrator of the California State Water Resources Board and not just 

Agency Administrator as you have written.

As I saw it from the title of your position, you are connected to just a division, to wit:

Division of Financial Assistance  and obviously not the State Water Resources Control Board.

Now, please show proof that you are the Agency Administrator of the California Water 

Resources Control Board, otherwise, you  have done grave misrepresentation, dishonesty and

usurpation of authority committed against my person  and interest.
