May I most humbly and respectfully inform you that according to my email dated 24 February 2022 coursed through Mr. Funston with subject : SELLING A "PRODUCT" BEYOND THE EXPIRATION DATE, PLEASE READ INFO 1, the State Water Board together with Ms. Sobeck, Mr. Funston and you all, collectively, deemed admitted without objection and conformed to the established facts of the statement that the State Water Board, Ms. Sobeck, Mr. Funston and you, have committed and continue to be committing discrimination by deliberate, willful and intentional application of unopposed, affirmed wrongful act of selling and/or offering a "product" beyond the expiration date.
Obviously, yet up to this time you kept your reprehensible deliberate silence about it; thereby, perpetrating continuing disrespect and scornful abuse tantamount to continuing hurling of insult and injury on me, your victim, whom suffered so much pain in account of your relentless collective discriminatory actions and omissions. Hence, aside from compensatory and other related damages in the amount of more than a million US dollars, a 19TH COUNT call for a sincere letter of apology be written and sent by Ms. Sobeck in my favor.

1. May I most humbly and respectfully inform you, the fact that I am an elderly as my filled up application in your file for operator certification showed my DOB as September 4, 1955. This piece of information has been known to you since July 19, 2012, rendering your alleged crimes, wrongful acts and omissions and other misconducts against me shall be meted with stiffer penalties. Please see INFO 1_PENAL CODE 368 PC and SCREENSHOT FROM PAGE 1 APPLICATION FOR OPERATOR CERTIFICATION FROM YOUR FILE SHOWING MY DOB BEING AN ELDERLY.
2. May I most humbly and respectfully ask you to focus your attention to the last paragraph of letter from Ms. Sobeck dated June 29, 2021 offering service or "product", wastewater operator certification examination which you all knew already went through obsolescence or in layman's term, simply she is selling a "product" you all knew beyond its expiration date. Malicious indeed.
You knew well that I am already 66 years old, retired and most probably would not be able to cope up with the demand of a strenuous job of being a plant operator. So what is the need to take an examination that would probably take me a number of more years to pass or forever given the ordeals I have experienced dealing with you all collectively similar to the ordeal of 938 appeals where Mr. Howard ignored me? How much more money do an indigent like me have to squeeze in order to pay for application one after another given my age and financial incapacity? What is the use of being certified when you know I that I, your client, will not gain anything from it during these times? What fool do you think I am to accept an expired product from you? Instead of responding appropriately to the real issues timely presented to you on my email dated May 31, 2021, see INFO 1, you prefer to cheat pretending to be benevolent though actually wicked by offering a service that you knew had went through obsolescence or in layman's terms, simply, you are selling me a "product" way beyond the expiration date.
Undoubtedly, your wickedness pervades as you continue to institutionalize your discrimination on me by inflicting prolonged, continuing pain and suffering through cheating and false pretenses.

As a review I am showing back to you the updated and NOT objected record of your collective managerial irresponsibility being compiled while I am searching for information being pursued under the Public Records Act with regard to discriminatory actions made by your agency against me. And being a continuing unabated improper conduct on your part collectively through conspiracy, forming an incredible colossal body of continuing violation aggregates of multiple allegedly wrongful acts, or decisions such that the limitations period begins to run on this collected malfeasance only when the defendant, you Mr. Howard, et al, cease your improper conduct. By virtue of the continuing violation doctrine you, Mr. Howard, et al, can not take refuge in any statute of limitations you can think of. Remember, I only want to earn RESPECT from your agency, you, and your employees, which you individually and collectively in conspiracy with each other deprived me of. Do not treat me like a filth and sweep under the rag and ignored. You can not do that to people with highest regard for his honor and dignity and integrity without an intense defense of it. For me, it may mean death better than living without them.

This treatment born out of prejudice you all collectively have against me, a Filipino did not happen once but have been institutionalized by all of you and your agency and permeates all throughout my personal experience dealing with all of you through email communications, including regular and certified mails from 2012 up to the present from Ms. Debbie Zuccala up to you,MS. ARSOV, MR. FUNSTON AND MS. SOBECK tattered with contemptuous disrespect, cheating, lies, false pretenses and deliberate negligence. Why? Because of myself being one born as a Filipino and educated in a school from the Philippines? The same primordial cause you did put a circular discriminatory mark around the word "PHILIPPINES" on the ERES educational document you are hiding since 2012 until now.
