D. and twenty-three (23) counts of aggravating manifestation of institutionalizing discrimination and continuing infliction of emotional distress through deliberate and willful and intentional repeated multiple times with impunity, mercilessly continuing failure to show or institute corrective managerial action by Mr. Howard.
May I most respectfully comment that there is nothing in that email dated June 29, 2021 shows corrective managerial action on mentioned misconducts in A, B, C and D with a total of eighty-eight (88) records of misconducts.
Worse, you, Ms. Arsov, with all due respect, even exacerbated your efforts to discriminate against me more, that you thought I am a person devoid of intellectual capacity that I would not be able to notice that the letter dated October 29, 2014 is a fabricated evidentiary document.
Worst, with all due respect, as you wanted to continue on discriminating me, you become profusely cunning and mean that you do not care to inflict more pain and suffering and delay by subjecting me to tedious exercise of reading all the fourteen (14) long files attachment of your email dated June 29, 2021 only to find out 8 of the 14 files are deliberate inclusion of similar nuisance files, and among the remaining 6 you inserted the fabricated letter dated October 29, 2014 as if you are subjecting me to look for a needle in a haystack and you laugh out loud as you thought I would not be able to find it and determined its vileness. And being a continuing unabated improper conduct on your part collectively through conspiracy, forming an incredible colossal body of continuing violation aggregates of multiple allegedly wrongful acts, or decisions such that the limitations period begins to run on this collected malfeasance only when the defendant, you Mr. Howard, et al, cease your improper conduct. By virtue of the continuing violation doctrine you, Mr. Howard, et al, can not take refuge in any statute of limitations you can think of. May I most humbly and respectfully write, that your CONTINUING DELIBERATE, INTENTIONAL, WILLFUL failure to provide a sincere letter of apology in my favor shall be understood by both of us that you, meaning the State Water Board, Ms. Sobeck, Mr. Funston and you all collectively, are outrageously encouraging these wrongful acts and omissions, cheating and misconducts to continue institutionalizing discrimination and continuing infliction of pain and suffering and emotional distress through collective managerial irresponsibility against my person.
