And being a continuing unabated improper conduct on your part collectively through conspiracy, forming an incredible colossal body of continuing violation aggregates of multiple allegedly wrongful acts, or decisions such that the limitations period begins to run on this collected malfeasance only when the defendant, you Mr. Howard, et al, cease your improper conduct. By virtue of the continuing violation doctrine you, Mr. Howard, et al, can not take refuge in any statute of limitations you can think of. Remember, I only want to earn RESPECT from your agency, you, and your employees, which you individually and collectively in conspiracy with each other deprived me of. Do not treat me like a filth and sweep under the rag and ignored. You can not do that to people with highest regard for his honor and dignity and integrity without an intense defense of it. For me, it may mean death better than living without them.

In this email dated January 4, 2021 with subject : ORDEALS IMPOSED ON ME BY WILKINSON, it is clear that Cooper reports to Okamoto, who reports to Biggins, who reports to Wilson, then to Maughan. Clearly, Cooper conspires with Wilkinson doing his alleged crimes and misconducts through the implicit instructions, guidance by the managers over him. That is the reason why Pam Biggins as his manager is constantly informed as in 6.2 email message dated May 31, 2013 with subject : Re: Public Records Receipt Letter and in 6.3 email message dated June 12, 2013 with subject : Re : Public Records Receipt Letter. She effectively conspired with the execution of those acts as she as his manager did not admonish, discipline nor reprimand Cooper for his acts. Therefore she is bound to be liable. She can not avoid liability by blocking my email. Worse, It aggravates it even more.
