Dear Mr.  Tom Howard,

In my INQUIRY UNDER FOIA DATED JULY 23, 2014,  I have this

question, "Please confirm,  did you yourself prepare and sign this 

document ?"  and your response is,  "Yes, I signed that letter."  

May I most respectfully point out that you failed to affirmatively
confirm that you prepare that letter, meaning someone else may 
have prepared that letter and you simply signed that letter.

May I most humbly ask you, do you assume full accountability and
responsibility on matters mentioned and discussed in that letter as 
if you prepare it yourself though someone else prepared it for you ?
